In plain words

Job Change Notifier is a service that sends email alerts to LinkedIn users whenever their connections get a new job, receive a promotion, or leave their current position. Over two years, it tracked more than 20 million connections and notified users of job changes. The service was shut down in July 2013 due to changes in LinkedIn's API policy that made continuation impractical.

From the sources

Get an email alert when any of your LinkedIn connections change jobs. Over the past two years, Job Change Notifier has helped LinkedIn users collectively track over 20 million connections, notifying users whenever any of their connections changed jobs. Unfortunately, LinkedIn is about to make a change to its API policy that will make it much harder to continue offering this service. As a result, I'll be shutting down Job Change Notifier as of July 15, 2013. Thank you so much to everybody that signed up for Job Change Notifier and supported my side project. I love creating cool things, and there will be plenty more to come. Please follow @roger_lee on Twitter to hear about my future…from jobchangenotifier.com
