Tokumei – Anonymous microblogging

In plain words

The service allows people to ask questions, discuss topics, and have conversations based on content quality rather than user identity. Users can create their own hosted Tokumei communities with custom rules, while developers have access to complete source code for customization and beginners can set up personal blogs or community sites.
