It opens in any browser, with no app, no account and no server. Backups are built to put a phone back the way it was. They are not built to give you one thread you can read, search, and still open in twenty years. The moment you leave the platform, cancel the storage plan, or delete the conversation on one device, a backup stops being a way to reach it.
