No, Nimbus does not require Wallpaper Engine to function. Wallpaper Engine is required for animated wallpapers. An internet connection is required to retrieve the latest weather conditions. Nimbus continues using your selected wallpaper until it can fetch new weather data. Nimbus checks for weather updates every 30 minutes and whenever you change your selected location. Yes. You can import your own images directly into Nimbus. If you own Wallpaper Engine, you can also use your existing Wallpaper Engine wallpapers.
