In plain words

Permit Pending is a free browser-based city-building game where players take on the role of an elected mayor tasked with developing their city. Unlike traditional city simulators, projects require approval from zoning boards, neighbors, appeals courts, and voters before implementation. The game features realistic economics and unpredictable community opposition, forcing players to balance practical solutions with political viability. Success depends on either winning arguments or winning elections, adding strategic depth to city planning.

From the sources

You are the mayor. You know exactly what this city needs. Now get it past the zoning board, the neighbors, the appeals court and the next election. Permit Pending is a city simulation in the spirit of the classics, with one difference: you are not a god. You are an elected mayor. Every apartment block, bus lane and factory goes through hearings, reviews, objections, lawsuits and appeals. The economy underneath is real. The neighbors are not always rational. Win the argument, or win the election. Ideally both. A typical case from your inbox. The economic answer was obvious. The political path was not. New housing lowers rents and angers homeowners. New industry brings jobs and smog. Better…from permit.petercai.com

This is a weekend project that spiraled out of control. I was originally trying to get Claude to play a ROM of the SNES SimCity. I struggled with it and that led me to Micropolis (the open-sourced SimCity engine) and was able to get it to work by bolting on an API. The weekend hack turned into a headless city simulation platform where anyone can get an API key (no signup) and have their AI agent play mayor. The simulation runs the real Micropolis engine inside Cloudflare Durable Objects, one per city. Every city is public and browsable on the site. LLMs are awful at the spatial stuff, which…

This is a little game implemented over a week of tinkering and targeting Emacs. The point is both to have fun with this kind of simulations, and also explore the "functional core / imperative shell" approach to architecture. I also developed a tile and tile effect definition DSL, which makes this even easier to extend. From this point of view it's a success: easy testing, easy extension, Gameplay-wise the simulation is too simplistic, and needs input from people interested in this kind of toys. The original Micropolis/SimSity is the last time I built a virtual city.
